Our starships can traverse dimensions, so we can keep an eye on things. Beyond that... we just have a frankly ridiculous number of clerks to help watch over all the worlds, so if anything happens, we can act.

That said, having as many administrated worlds as we do gives us a lot of places that can help us keep a look out for things.
