You're supposed to throw it at people if you're playing a game together than involves throwing them, and when they make contact they usually break and get the person they were thrown at covered in water.

Not particularly.

... I mean, you could store water in a balloon if you thought you were going to get thirsty at some point and didn't have anything else to carry it in. But that's not really all that effective and there are better options available.
