I think knowing how to would be on a need-to-know basis. So I've only seen time being slowed down to near-stop. Other than that, there's areas where you can travel back and forth through time- only if you know how to open the gate in the first place. [ and he's the one that can do that. of course, he doesn't realize the full repercussions of tampering with history that fully. ]

On the other hand, perhaps in your universe these "momegs" were intuitively sensed, and seconds were based off them.
Unless your "second" is a drastically different period of time than mine, there must be numerous quantities of these beings.
