Being a Witch, it's intelligence is as rabid as any other; I would hardly consider it capable of plotting beyond animalistic ambushes, but something as powerful as Walpurgisnacht is rumoured hardly requires such things.
As a preliminary theory; Walpurgisnacht comes to Mitakihara. There, either its presence kills you or forces you to contract, thus Miss Akemi resets.
