It's rather specific and words I've heard before, it's definitely Edgar.

Don't you believe that he thinks it too? Edgar onii-san doesn't seem like the type to say something if he thinks it's untrue..

Sometimes I'm not even sure if he's lying to me.

Of course not, he's simply.. He believes that if a woman declares a man a friend, then the possibility of romance is cut off. Which while I am comfortable with that idea, I hardly think that friends may never become more if both parties are willing. He's simply got a strange ideas about women.
