It depends on the culture, really. In some cultures, marriage is primarily a means by which to produce and raise children together. In others, love is the driving cause. In others, it's a political alliance between two families symbolized by the unity of two unmarried children.
To say what marriage "should" be depends on the individuals in question's cultural identity. I wouldn't personally definite what "should" or "should not" be unless taking that into consideration.
